Subject Online Learning Graduation Requirement
Ontario is committed to helping students develop digital literacy and other important transferable skills they need to succeed in school, work, and life. The ministry has now issued Policy/Program Memorandum (PPM) 167 regarding the new online learning graduation requirement, effective February 1, 2022.
The online learning graduation requirement is intended to provide every student with access to high-quality online learning opportunities within a modernized education system. This will help prepare them for success in their academic careers and in an increasingly digital global economy.
As first announced in 2019, starting with the cohort of students who entered Grade 9 in 2020-2021, students must earn two online learning credits to obtain their Ontario Secondary School Diploma (OSSD). The PPM provides further clarity and direction, including the following:
- Eligible Credits: All online learning credits earned at a school authorized to offer credits towards an OSSD may count towards the graduation requirement.
- Credits Earned During 2020-21 School Closures: In recognition of extraordinary measures during the COVID-19 pandemic, up to one secondary school credit completed by Grade 9 students in the 2020-21 school year during the province-wide school closures (from April 2021 to June 2021) may be counted towards the new graduation requirement.
The PPM also establishes that parents and guardians will have the opportunity to determine whether online learning is appropriate and beneficial for their child, with the choice to opt out of the mandatory online learning credits.
The Ontario Student Transcript form will be updated to reflect the online learning graduation requirement and can continue to be ordered from Lowe Martin Company Inc. Samples of secondary final report card templates will also be updated to reflect the online learning graduation requirement. Further details will be communicated in a follow-up memo.
Principals of First Nation/federally-operated schools, inspected private schools and inspected international schools may exempt all students of the school from the graduation requirement if, in the principal’s opinion, the online learning graduation requirement strongly conflicts with the religious or educational mission of the school, and the school holds the Ontario Student Record for each student. The rationale for the exemption must be included with the description of the graduation requirement in the school’s course calendar and must be included in the Ontario Student Record of each student at the school. Once the rationale for the exemption is included in the student’s Ontario Student Record, the graduation requirement shall not apply to the student. It should be recorded on the student transcript as “Online Graduation Requirement – N/A”.

Objet : Condition d’obtention du diplôme en matière d’apprentissage en ligne
L’Ontario est engagé à appuyer les élèves à développer leurs compétences dans le domaine de la littératie numérique et d’autres compétences transférables importantes dont ils ont besoin pour réussir à l’école, sur le marché du travail et dans la vie. Le Ministère a maintenant publié la note Politique/Programmes (NPP) 167 portant sur la nouvelle condition d’obtention du diplôme en matière d’apprentissage en ligne. Cette NPP entre en vigueur le 1er février 2022.
La condition d’obtention du diplôme en matière d’apprentissage en ligne vise à fournir à chaque élève un accès à des occasions d’apprentissage en ligne de haute qualité dans un système d’éducation modernisé. Ceci les aidera à se préparer à réussir dans leurs carrières académiques et dans une économie mondiale de plus en plus numérique.
Comme annoncé initialement en 2019, en commençant avec la cohorte d’élèves inscrits en 9e année pour l’année scolaire 2020-2021, les élèves doivent obtenir deux crédits d’apprentissage en ligne pour satisfaire aux conditions d’obtention du diplôme d’études secondaires de l’Ontario (DESO). La NPP fournit davantage de précisions et d’orientation notamment en lien aux éléments suivants :
- Crédits admissibles: Tous les crédits d’apprentissage en ligne obtenus à une école autorisée à accorder des crédits menant à l’obtention du DESO peuvent compter pour satisfaire à la condition d’obtention du diplôme en matière d’apprentissage en ligne.
- Crédits obtenus pendant la fermeture des écoles en 2020-2021: En reconnaissance des mesures extraordinaires prises lors de la pandémie de COVID-19, un maximum d’un crédit d’études secondaires, complété par les élèves qui étaient en 9e année pendant l’année scolaire 2020-2021 lors de la fermeture des écoles au niveau de la province (d’avril 2021 à juin 2021), peut compter pour la condition d’obtention d’un diplôme en matière d’apprentissage en ligne.
La NPP établit également que les parents, tutrices ou tuteurs, auront l’occasion de déterminer si l’apprentissage en ligne convient ou est bénéfique pour leur enfant, avec l’option de les exempter de l’obtention des crédits obligatoires en ligne.
Le modèle de Relevé de notes de l’Ontario de l’élève sera mis à jour pour refléter l’exigence en matière d’apprentissage en ligne et peut continuer à être commandé auprès de la compagnie Lowe Martin inc. Des exemples de modèles de bulletins de notes finaux secondaires seront également mis à jour pour refléter l’exigence d’obtention du diplôme d’apprentissage en ligne. Plus de détails seront fournis dans une note de service subséquente.
Les directrices et directeurs des écoles privées, des écoles internationales inspectées, des écoles inspectées administrées par une Première Nation et des écoles administrées par le gouvernement fédéral qui sont inspectées peuvent exempter tous les élèves de l’école de la condition d’obtention du diplôme en matière d’apprentissage en ligne si les directrices ou directeurs considèrent que cette condition est incompatible avec la mission religieuse ou éducative de l’école et que l’école détient le Dossier scolaire de l’Ontario de chaque élève. La justification pour une exemption doit être précisée dans la description de la condition d’obtention du diplôme du prospectus de cours de l’école ainsi que dans le Dossier scolaire de l’Ontario de chaque élève de l’école. L’élève n’a plus à satisfaire à la condition d’obtention du diplôme en matière d’apprentissage en ligne dès que la justification de l’exemption est consignée à son Dossier scolaire de l’Ontario. Ceci sera inscrit au Relevé de notes comme : Exigence d’obtention du diplôme en matière d’apprentissage en ligne : Sans objet (S.O.).
